Karnataka DPAR Issues Advisory on Workplace Discipline and Professional Attire in Government Offices
The Karnataka government’s Department of Personnel Administration and Reforms (DPAR) has issued a circular urging all government offices and organisations to maintain discipline, professionalism, and appropriate workplace conduct.
The advisory specifically asks government employees to report to work in decent and professional attire, cautioning against overly casual dressing. The objective, according to the circular, is to uphold decorum and ensure high standards of professionalism across state government offices.
The instructions apply to all heads of departments, senior officials, deputy commissioners, staff working in the Chief Minister’s Office, district panchayats, and other government entities. They have been directed to ensure that employees conduct themselves professionally and maintain proper appearance during office hours.
While acknowledging that there is no formal dress code prescribed for government employees, the DPAR emphasised that basic standards of decency, discipline, and professionalism are mandatory.
The circular also highlighted lapses in administrative practices. It pointed out that in some offices, cash-declaration registers and movement registers were either not maintained or not updated regularly. Employees leaving the workplace during office hours, particularly for unofficial reasons, must record their movement. Regular and daily updating of cash registers has also been stressed.
The DPAR warned that failure to follow established administrative procedures and processes could invite disciplinary action.
The advisory has not faced opposition from the Karnataka State Government Employees’ Association, indicating broad acceptance of the measures aimed at improving workplace discipline.
